Ecograf has a 3 business streams, what you have quoted is one of the business streams, the recycling of anode material, including black mass from end of life batteries.

But it is not what Kwinana facility is for , Kwinana is for the production of spherical graphite from natural graphite feedstock.
Of course as the repurifying of anode materials becomes a more developed business stream then they may expand the Kwinana operation, but there has been no announcements on that, so nope you are incorrect, it's not for recycling.
