I don't know where the demand sits for the battery manufacturers, I would assume that MnSO4 in powder form is a lot easier to handle for any chemical process.
I recall that in the EMN case their assumption was something like 2/3 Manganese Sulphate, 1/3 Electrolytic Manganese Metal production. They have a nuclear plant next to them?? Looks like from the photos.

Re recovery, as I said, the book was old. That EMEW electroplating system developed in 90s has to be more efficient energy wise and to capture more metal.

There is also some losses in the purification step in between main steps.
