What a pile of crap this newspaper article is, the poor old bugger can't even get his facts right.
There is no discretion for the minister.
The company has completed a "study".
A "study" is differnt to a "report".
No "report" has been submitted, presumably because the "study" is still being considered.
Silly old fool.
