I think hal2000 you have missed the thrust of the article.
Why are you raising SAMS? As the article says – SAMS was published in 2010. SAMS is not the topic, it’s just mentioned to give readers the background into the long sorry saga of non action.
The thrust of the article “A ‘dam’ tricky situation” is about the here and now (2013) review of mine tailings management legislation which the govt hopes to enact (new legislation or amendments) in 2014. As the article states, to date PNG has had NO specific legislation for the management of tailings.
The NEW legislation is NOT old news, and the article is relevant.
