Just don't buy it would be uneconomical. Off course it would cost money but lets say 1% of the total stimulus package was used to administer or setup some type of system. If vouchers were so uneconomical to setup then stores wouldn't bother with them. You can even buy vouchers that only one person can use. If you can buy vouchers for $20 and they cost so much money to administer it wouldn't be in the interests of the store to use them.
In this day and age with computers and the communication systems in place something could be setup.
However in this instance time was against the govt.
