Totally wrong. All mechanical properties are applicable to shotcrete lining whether for walls, roofs (specifically in mining), pools, etc. It is known and referred to as a surface support product. A bit of research points to the more common failures being adhesion loss and flexural failure in a shotcrete support system. Google you will find plenty images and cause of failure in a shotcrete system.
