LASER ENRICHMENT ONE YEAR EXTENSION REQUEST FOR AUTHORIZATION TO OPERATE A CLASSIFIED DISTRIBUTIVE INFORMATION NETWORK (COST ACTIVITY CODE L34397)
Dear Ms. Jenny:
By letter dated March 28, 2016 (GLE-2017-0023) (Agencywide Documents Access and Management System (ADAMS) Accession Number ML17100A313), Global Laser Enrichment (GLE) requested a 1 year extension of the authorization to operate a classified network. The submittal was accepted for formal review by email on April 10, 2017. The previous authorization was approved by the U.S. Nuclear Regulatory Commission (NRC) via letter dated November 6, 2014, (Accession Number ML14308A501) and by the U.S. Department of Energy (DOE) Authorizing Official’s approval letter dated November 3, 2014, (Accession Number ML14307B095). This authorization was for a 3 year period, scheduled to expire November 3, 2017.
Staff from the NRC and DOE Nuclear Energy Oak Ridge Site Office (DOE NE-ORSO) conducted a joint inspection of GLE’s classified network on July 25, 2017. DOE notified the NRC via letter dated August 22, 2017, that GLE must submit their “Program Cyber Security Plan Annual Continuous Monitoring Report – GLE Engineering and Industrial Controls Environments for the GE-Hitachi Global Laser Enrichment LLC Wilmington, NC Facilities, GLEP-00053-R,” (2017 Continuous Monitoring Report) in order to complete the review of the extension request. GLE submitted the 2017 Continuous Monitoring Report, Revision 3, via letter dated August 24, 2017, (non-public Accession Number ML17248A410) which resolved DOE’s request for additional information.
As the Authorizing Official (AO), the DOE NE-ORSO reviewed GLE’s extension request, inspected the classified network, and examined the 2017 Continuous Monitoring Report. Based on this information, DOE NE-ORSO has determined that the current authorization to operate the classified network identified in the “Program Cyber Security Plan – Engineering and Industrial Control System Environments for the GE Hitachi Global Laser Enrichment LLC Wilmington, NC Facilities, GLEP-00015-R, Revision 4,” can be extended from November 3, 2017, to
November 3, 2018. The DOE NE-ORSO determination is documented in the letter to the NRC dated September 5, 2017, enclosed in this letter.

This authorization to operate the classified network will expire on November 3, 2018. This approval letter also closes Cost Activity Code L34367.
In accordance with Title 10 of the Code of Federal Regulations, Part 2.390 of the NRC’s “Agency Rules of Practice and Procedure,” a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRC’s ADAMS.
