I don't see that as a problem, just the reality that there is a surplus of willing freelancers but a limited supply of jobs.
Surely management is focused on quantity of jobs as a main metric, and as long as the jobs are there, freelancers will keep coming.
I tried working on a freelancing platform maybe 10+ years ago and it was definitely tough for a first timer. It felt like job buyers would usually choose either a freelancer with existing high feedback, or possibly a new freelancer with a very low bid.
