No - Troopy is saying the opposite.
He is saying that hx CAN'T do weep holes - even when not needed - and in any case as hx does leaves gaps between blocks then the weepholes are there by default.

He also says hx cant do control joints - he is not smart enough to realise it is as simple as the CAD model showing two separate wall sections on each side of the spot where the joint is needed.
and he says the vertical rio cant be fixed to the slab - an interesting thing is that a CRH subsidiary actually makes the steel components that are fixed in the slab, and have a fitting to screw in the long rods.
And he said flashing cant be done - but it doesnt seem to bother the Florida builders.
Troopy may well know the building code off by heart, but does not understand it, hence he is unable to comprehend how a different technique can produce the required tesult.
