Of course any of us not involved in the day to day business is hardly in a position to know for sure, but your point is as much about whether the Company could possibly have been more convincing in selling the financial as well as safety benefits of particular CVM applications to airlines.
Because Rich Poultier was apparently considered a significant contributor to the wifi application sales effort that had zero success I think his role is certainly questionable.

Some will argue that the airlines aren't prepared to become too involved with CVM testing until it's been through the rigours of independent testing via Boeing, but the fact that certain airlines were present, along with the FAA, in the early stages of Boeing testing seems to me to think only Delta (and especially David Pietrowski) has been a lone voice.
Let's hope that lone voice becomes very loud soon.
