I think it is a little naive to think the Victorian government is not firmly behind this. All parties will already have some sort of reassurance that the train line to the port will be built. Further, they have every incentive to ensure that the Brown coal is used more efficiently, especially when an ETS comes along. You can't expect a direct investment by the government in a neoliberal political climate, and one in coal while environmental concerns are high on the agenda. The Vic government will do all they can to support this without explicitly doing so for obvious political reasons.
