If humankind cannot 'rule themselves, then the God of the bible (as the hypothetical Perfect Creator) is not capable of creating a perfect world and a perfect humankind...not capable of creating people who are quite able to 'rule themselves'
Or perhaps your perfect creator deliberately shaped and formed a flawed creation, knowing full well from the beginning of Creation that His Great Work would fail...
