My strong understanding of the issue, as after talking with both Guy Le Page & Greg Solomon is that they believed that the initial placement holders were being exposed to large capital movements, without the possibility of tradoing either way. They decided to reduce their risks, and issue those that they had application for. This money accounted for roughly 1.2 mill from memory. They then said they intended to raise the balance, closing off around the expected date for release of results.

Here is hoping on good assays soon.
