The increase from 33 to 50% was before a binding agreement was struck, so to suggest there will be another increase seems rather far fetched. They have not dishonoured any agreement as you have implied. If the earning are higher the government will get a bigger slice anyway in absolute terms as they will get 50% of a bigger pie.
I think a lot of the asylum seeks are avoiding the unpopular military service as well as having economic motives (wanting to leave an impoverished country).
