You know that he did not produce any CEM. The person who was depicted in the image even said it was about him and not children. If you genuinely believe that he has produced/is producing CEM, and you claim to know who he is, then report him to the police as it is a very serious matter and not something to be joked about on stock forums to accumulate likes.
