    P&G's marketing claim is based on 28 days use and 2 minutes application (or 1 minute per half face). The responsible thing for OBJ-P&G to do would have been to ensure these parameters were adhered to before agreeing to be part of the process. And never one person. That's just a complete crapshoot.
