If Bowler takes his ministerial role seriously, he will not allow his decision (his mind) to be affected by any extraneous thoughts. Such as the machinations of the share market. Other than squash unfounded circulating rumours, just as Carpenter did.
He'd be applying his intellect to understanding the complete report and ponderiing his decision seriously.
He would not be speculating on the timing of his decision.
Funny how spculating on HIM is different to speculating on say a judicial decision. I think it can be easy to get yourself into a contempt of court situation. So I wonder how much of our speculation on his motives is allowed because he is not making a strictly judicial decision. But part political. No?
