    A possible solution.

    You land in Australia through "informal channels" so

    You are "housed" in a facility called a mutual respect center where a shared obligation tot he individual and the host nation (AUS)is performed. During his period you and us (the taxpayer) centers into a mutual obligation where we provide the safe housing and education and you agree to do your utmost to meet he obligations. The obligations are to learn the ways of Australia, the laws, the culture, the language and you must also learn a skill, trade or qualification. Whilst you are housed you are also expected to contribute to needy Australian causes such as the environment through tree planting, working in national parks during which you begin to appreciate the natural beauty in Australia. The length of your stay in the housed conditions is dependent on
    a) what your position in the queue would have been had you applied through normal channels and
    b) your progress towards English skills and qualifications.

    You are housed in safe and humane conditions whilst you wait for your position in the queue to come up and if you have met all the language etc requirements you are free to either, go home if the situation has improved or become an Australian citizen and enter society with a skill, good English skills and an understanding of how we operate.

    If you don't like it you will be shipped to country of your choice, you will be held in the Christmas island detention center until you nominate a country or enter the mutual respect center.
