Apparently under the Indonesian legal system prior to a case going to court the police present their case to a judge who is a different judge to the one who will hear the actual trial.

All the of the prosecution case is presented to this judge and the defence is giving the opportunity to present their defence and argue against any points of the prosecution case that should not be heard. Similar to a pre trial hearing in Australia.

This judge will then make a decision if the case should go to trial, if the prosecution case is weak then it does not get past this point.

The judges record of 100% guilty verdicts out of 500 trials although suss sounding can partly be expalined by the fact only strong prosecutions case make it to trial.
