I was watching an old doco recently about a US serial killer operating in the mid west and at one point a police chief (who later suicided) was thought to be involved. Point is, that police chief was said to have pulled over and given a ticket to the victim shortly before her demise. The police had difficulty establishing that any ticket had been issued to the victim because even at that time, there were no less than six different law enforcement agencies who might have done so and they didn't like talking to each other.
America is obsessed with law enforcement, there are now dozens and dozens of agencies, local, state, and federal some concerned with policing, some who are more like paramilitary organisations - thugs with a badge who like no more than to dress up and kill their fellow citizens - just investigate Waco.
America is one very sick country, rotten at its core.
