not a free market alright, supply controlled/managed by government for vested industry interests. an extreme example of this type of manipulation can be seen in the trading prices of melbourne taxi licenses, growing 20 fold in 20 years to over a million dollars. the industry jacks up to protect the 'value' of them every time talk of gov issuing new licences.
