Yeh maybe the people who move on Buru can control the oil price and also change the laws of the country while there at it.
Most of the oil + Metal companies are in the same position. Waiting for markets to settle and for projects to go through approval processes. Just check Hav,Far,Alk for a few. All have been delayed for years by low commodity prices and approvals.
Fortunately the same as Buru they are now moving forward.
