The Government may well now be in control of Mek'ele the capital, but the Tigray National Liberation Front leaders have not been rounded up and have probably headed for the mountains. This conflict may be protracted, and destabilizing support for TNLF from Sudan and Egypt is possible, both are strongly opposed to the dam Ethiopia is building on the Blue Nile. There have been reports of Egypt planning to bomb the dam.
The advantage of Colluli is that it is in a very inhospitable, exposed, flat area away from the conflict and hopefully not so vulnerable if Eritrea is drawn into the conflict.
DNK management needs to stop dragging their feet and 'sell' this project to the financiers.
The irony is the world is awash with capital (at low interest rates) which can't find good investments.
