I agree with you in principle that it will be good management practice to release information prior to the vote. However they might not do that
1. If they are already assured of adequate no of votes.
2. If the real reasons for placement of shares to particular parties cannot be diclosed in writing.(So as not to expose any of the SIs or PYC to legal risk)
ALL IMHO. After two reds at lunch time:-)
