I think you've basically just describe what a normal 'EXPLORATION COMPANY' does in your statement above. All Exploration companies spend all their money on 'EXPLORATION'.
The main difference between pure exploration companies and Fox is that Fox have at least found something and have already started producing so they are generating some income.
I think your statement above is proof that your level of knowledge on 'EXPLORATION COMPANIES' is low and you need to go do some reading and research before commenting on other peoples knowledge.
