You have every right to seem confused about this as the goal posts have been moved many times.

CVI was not initially involved in the granting of onshore concessions via the current 2007 /08 bidding round. This round has been deferred AND cityview now advises that it has become involved.

Cityview worked to secure some onshore concessions outside of this bidding round. There was no expectation of a deferral and we expected results basically now.
For some reason this HAS BEEN deferred and MS has kept this deferral low key.

As he says, he has some breathing space to work on the more lucrative offshore concessions that became recently available.

If he gets the offshore ( and the refinery) then more than likely we will not mind if he CANNOT / DOES NOT proceed with onshore concessions.
