It doesn't remove my doubts when I am invited to read a seller's opinion about a product he wants to sell.
The link you provide is to a presentation that Ross Hastings gave on the air conditioner he wants to sell. Naturally he wants to put the best face on the product. I would do the same.
You tell us to note that the link is to a government site. Do you imply that the Queensland Government endorses the claims made? That's not how I interpret events. That Queensland Government site hosts the proceedings of innumerable presenters to innumerable forums - to one of which Ross Hastings gave a presentation. Nothing is endorsed.

Are you referring to reviews other than Choice's review of the Ice Solair air conditioner manufactured by the Jiangsu Chuanglan Solar Air Conditioner Ltd?

If not, then can you enlighten us about whether:
1) the Solakool air conditioner is made by Jiangsu Chuanglan Solar Air Conditioner Ltd.
2) what specific engineering changes have been made to the SolaKool version that might exempt it from the unfavourable findings of Choice, relating to the IceSolair?
Finally, can you point us to a review of SolaKool other than by Ross Hastings - the seller of the air conditioner?
