Within China the slow electric scooters are very popular. There are all manner of vehicles on the road. When I lived in Haikou (the southern most provincial capital city) the number of electric scooters on the roads and footpaths was prodigious. There is no need to register them for road use, which increases the market greatly.
I now live in Weihai (a northeast city), where there are many electric scooters in the villages, but they are banned in the city areas.
