I have just checked a few U-stocks for OBV and RSI (Purely just random and to give a quick opinion to your question).
BMN on verge of breaking OBV and RSI.
EXT definitely broke RSI.
ACB No where near OBV and RSI.
PDN near OBV and RSI.
DYL are just positive RSI.
BLR in positive territory for RSI.
PEN has well and truely broken downtrend in OBV and is gently trending upwards. RSI on verge of breaking into posive territory.

IMHO Low of just below 2 cents in 2009, followed by a high of around 6 cents. Low of under 3 cents in 2010 followed by a high of around 15 cents. Low of just under 6 cents in 2011 followed by a high of ???? .........Lets dream
