Well as a rule coal mining is liable to vent significant quantities of coalbed methane to atmosphere. Methane is generally considered a far more potent greenhouse gas than carbon dioxide. So, depending on how they’re calculating the figures CTL could be picking up a significant penalty from mining methane emissions.
UCG will not be venting that methane, indeed it’s probably a useful component of the feedstock.
