I don't agree about being a perennial underperformer.
Yes it had bad periods in past but current management has been doing a good job e.g. reducing operating costs to serve, reducing operating and capex costs at APLNG, clear strategy on closing coal, reducing debt to give it future balance sheet capacity, investing in Octopus, making Brookfield/EIG bid against itself.
Share price has disappointed in recent years but this is also largely due to lower Energy Market earnings due to lower electricity prices the last few years. This is now turning around too.
