They can issue shares at whatever price they want to. Chances are that any serious institution wont be fooled by a few fluffy announcements anyway.
If the fundamentals stack up there is no reason for managment to pump the shareprice, infact this is one of the reasons I like the company. Most people here knew about the Stanley Black and Decker collaboration months before they announced it.
Ive never asked CLQ but someone I trust did and while i forget the details the partner was essentially going to foot the bill for the entire project with CLQ only coughing up a few hundred million. They were obviously asking more than anyone was willing to pay.
I haven't heard anything about price targets since the split was announced.
