It doesn't sound as if any building is underway at this stage, given these modifications to the original PEP still have to be finalised, and submitted for clearance. Good to see they are ironing out what could have been a future dose of very large hiccups, but it appears the hurdles are not yet behind them in having these modifications signed off.
