They have not failed. There is an agreement that has been agreed to in terms and is now being reviewed by Niti AAog for further consideration as to wether it may gain further priority in Indias pursuit of growth.
How that is a failure I don't know and it's ludicrous to say so otherwise. Farcial actually.
