The FAR Annual Report 30/03/2010 section 1 page 8 states......
Under the terms of the licence granted by Senegal a decision to enter into the drilling phase is due during late September 2010 unless otherwise extended.
IMO a decision is required by the end of next month and not November unless otherwise extended which probably means troubled waters for a JV considering the time frame so far.
