There is a flaw in your suggestion.
Why should we expect the Indonesians to run a spartan camp for refugees trying to get to Australia. They have an equal claim to be as righteous and generous as Australians.
If a spartan camp is to be run to house refugees arriving in Australia we should run it ourself. If we haven't got the moral fibre to run such a camp ourselves we shouldn't expect others to do it for us.
The answer is simple and inevitable. All refugees should be housed on Christmas Island until they can return to their own country. With no chance of ever getting to the mainland. The boats will stop very quickly. Those genuinely in fear for their lives would be happy.
