Unless its actually a serve snow, it shouldnt matter to much, it just means its really cold.

Utah isnt adverse to some snow, so locals are used to it. Id imagine that there wouldnt be any standstill for drilling.

As for the temperature. The colder can be better as the colder it is the less chance of snow, less chance of blocked roads. However, running a rig in winter means that you just need the correct additives in your fuel to get the rig going... and locals should be ready for this.

Traveling through the US, pretty much unless you live in a sunny southern state which are not used to snow of any kind, only serve snow stops work then.
