Hi the underwriters are the biggest culprits when the know that they will have a shortfall they enter the market and protect their interests first . Also the shares normally trade on a Delivery Deferred basis and this can give time to make a quick dollar and buy back later I should add that this would be hard to do in this market and the way new issues are being treated Regards Towie
