IMO this is a very good outcome for Telstra.
It's been said all along that we don't need Fibre to the home (FTH) in Oz, just Fibre to the node (FTN) will do. So whilst the government spends 43bil on FTH, all Telstra has to do to compete is to build FTN for much cheaper (8bil may be). Telstra gets to keep their copper network, offer FTN to customers for much cheaper price than the government. Customers won't see any benefits with the government FNH network so will not pay extra for it.
