If you are looking for a sleeper with high div yield, and very low PE, check out Merchant House International which has footwear, clothing, and retail product manufacturing contracts with some big brand names.
Their plant is in China and their costs are low. I think they are quite undervalued on the market. Of course, do your own homework.
