Shower water , setting temps, with valves and storage tank to make the balanced temprature you set, 2 mins before you start the shower, then turn it on at that temprature. Any balance unused in the tank can go to the Toilet cistern or rout back into another tank or stay there. Obviously hot water needs to go into the tank until there is a feed ready at your set temp, then you start your shower.

25 million showers per day x 40 liters saved per day = 1 Billion litres per day saved just in Australia with this rolled out. Plus the time saved adjusting the shower , even mid shower when somone else uses the hot ot cold and it stuffs up the setting. Its not such a bother in warmer parts of Oz, but when its cold as, just a nudge to the Hot or cold flow and your shower is too hot ot too cold and your pissed off wasting water and time.

Its not rocket science, just needs a bigger mixer or mixing tank, and test how big is needed to work.
