Yeah, that's clumsy wording with obvious redundancy but the intent was to emphasise the "offscreen" bit as Steini had said "not interested or don't show their hands". So just trying to say I think it's the latter, not the lack of interest.
As for suddenly stacking up the 11c line, I explained my interpretation of that, you have a different view, that's fine. It's only those who are behind those orders who would know the motivation, the rest of us can just speculate.
