You're right. In mid-September 2017 First Cobalt, a Toronto mining company and claimed “largest cobalt exploration company in the world” said it would be pulling out of DR Congo just months after it signed a deal over copper and cobalt prospecting in the country & has moved back to Cobalt (yes, that's the name of the town!) in Canada.

Corruption is also a major problems in the DRC, with a report published in November 2017 by the Carter Center, a US-based advocacy group, showing that almost $750 million allegedly paid by international mining companies to the (DRC) state-owned miner between 2011 and 2014 were missing from its accounts.

To make matters worse, on 10th January 2018 the media reported that the Democratic Republic of Congo is preparing to more than DOUBLE a tax on two-thirds of global cobalt supply, potentially increasing the cost of the critical battery metal just as the world begins to embrace electric vehicles.

Isn't it great that CLA is in Namibia, not the DRC!
