the problem with voters - and democracy IMO - is that whilst people understand 'what' is making them uncomfortable -
they are mostly bereft of understanding of 'why' the 'what' is making them uncomfortable has happened
so, simple people will look to the cost of rent for example as hurting them greatly - and yes, it's real pain
but, in their simple way - they'll often look to government and blame them -
yet the problems were clearly created years prior - and many of the simple folk will be more than happy to ditch their government for the other mob - the very same mob who created the problems in the first place
and then, to compound the problem - if a government or opposition has plans for changes - ie. policies ----------- and those changes are not anything other than very watery nothingburgers - then, people will not vote for them - because even though they are uncomfortable - they fear change more than their current discomfort
so, when big steps are necessary ---------- they are hardly ever taken and all we get is little tinkering's at the edges which eventually add up to 4/5ths of bugger all
