It is a failure at least in meeting stated aims. Maybe it's not a failure if Bush deliberately set out to create anarchy and division that will allow Iraq's oil to be plundered for decades but I don't give Bush that much credit. I think it's just a failure.
But it will change the face of the world eventually.
