Hey, certainly not wanting to cut across BD input but two important factors come to mind:

1/ "Modelled throughput: approximately 500,000 tonnes per annum."

They won't be planning to cart that lot too far.
Anyone got an any idea of Duncan Th levels BTW?

2/ "New customized process to be developed"
"non-cerium rare earths to mixed rare earth chloride by direct chemical treatment of the ore"

Clearly they are planning a totally different process route to CLD, I would suggest primarily to discard the Ce in order to increase the proportions of CREO (forgetting the lower value Y they are extraordinary), and direct chemical beneficiation to a mixed chloride achieves that goal. I imagine any Th/U would be stripped in that process so the chloride could go wherever.

Given the recently stated intention to develop HRE separation tech I'll suggest after the initial process in WA the mixed RE chlorides are shipped to LAMP Stage 3 for final separation.
