Redrock, I'll be pedantic, you give the impression that Atlas has limited growth with its port capacity tapped out until NWIO.
Atlas is not shipping at full capacity through Port Utah as you state " Currently they're shipping at full capacity out of the municipal port", it is working up to that between this year and next.
As per their website their full capacity out of Utah Point is 15Mtpa, and this is contractually available from September 2015.
15mtpa is being target for 2015 through Port Utah. They are currently just over 2/3 of their port utilisation.
And NWIO is not as urgent as you make out. IMO it will be linked with a rail solution sometime soon.
