Trading is between 16.5 and 17.5 give or take. Clearly being manipulated by a holder that has:
1. less than 5%
2. a brokers license (no one is paying $10 to trade 1 AVR share lol)
3. Time and capacity (financial) to monitor the market or have an algo that does it for them
4. No concern for short term price variation
5. Something to gain by keeping the price low.
6. Is not an employee/ director of the company
I think that narrows it down to quite a select group.
I'm sure the smart cookies in this thread can work it out.
