I don't think you understand how an SPP works. All shareholders face the same $ limit (eg $30,000 maximum) and frequently are scaled back. A small investor say with $100,000 invested whose application for $30k is scaled back to $10k increases their holding in the company by 10%. A large investor say with $5m invested would only increase their exposure to the company by a maximum amount of $30k (even if no scaling) which is less than 1% increase - so your assertion that it would further dilute the small investor is nonsense. Only those who do not participate will be diluted and that is exactly what has happened with the past few raises. The difference being existing shareholders are being offered the chance to participate rather than watching the discounted offerings and free options being gifted to new investors - some of whom are very quick to take their quick profits and walk away.
