    Fellows, there is always the option to fund infrastructure or govt service via the user-pays principle e.g. toll roads / volumetric water pricing for new water infrastructure / HECs for university, etc.

    That perfectly captures those using the infrastructure and there is no or little 'free riding' or the unfairness of someone in North Sydney paying taxes for a road in South Sydney that they may never use.

    As for intergenerational issues. Why should future generations share in the taxation of an asset already built and used by current generations. Sounds unfair to me.

    What is also unfair for future generations is the fact (1) current generations are producing / selling / consuming our natural resources without much regard to future generations and (2) current generations are impacting the environment without much regard/concern for future generations.
